Phase I Environmental Site Assessments
OGI Environmental LLC personnel have performed well over 10,000 environmental
site assessments in Clark County and have successfully conducted environmental
site assessments and resolved environmental liability issues throughout
the United States. OGI Environmental LLC's environmental site assessments
meet or exceed the requirements of ASTM Standard Practice E1527-05
including site inspection, off-site reconnaissance, regulatory records
review, review of ownership/usage history, and data evaluation and
recommendations.

OGI Environmental LLC's in-house research library contains complete
and current databases, historical fire insurance maps, current and
historical aerial photography and topographic maps, and geologic and
soils reference materials. OGI Environmental LLC maintains computerized
databases, including available state and federal lists of hazardous
and/or regulated facilities. OGI Environmental LLC also maintains
a current list of Nevada Division of Environmental Protection (NDEP)
and Southern Nevada Health District (SNHD) citations and enforcement
actions.
The purpose of a Phase I Environmental Site Assessment (ESA) is to
accumulate non-intrusive data to be used in evaluating the level of
environmental risk associated with a given site and in identifying
Recognized Environmental Conditions. The Phase I ESA scope of work
is performed in general accordance with the ASTM E 1527-05 for conducting
environmental site assessments. A Phase I ESA consists primarily of
the following components:
- An on-site reconnaissance of the property, including a cursory
observation of adjacent properties;
- Interviews with owners/occupants and local government officials
to obtain information indicating recognized environmental conditions
in connection with the property;
- A review of various records to help identify recognized environmental
conditions in connection with the subject property and nearby properties;
and
- Preparation of a final report which details the assessment findings
and includes supporting documentation.
OGI Environmental LLC's scope of service for a Phase I ESA is described
in more detail in the following paragraphs.
- Consistent with ASTM E 1527-05, outlined below are the following
federal and state records which are typically reviewed for indications
of an environmental concern, and the approximate minimum search
distance of the review from the nearest property boundary.

- Additional state or local information sources may also be checked
depending on site specific circumstances. All of the above sources
generally provide names and locations of sites which have been
reported to regulatory agencies because of certain environmental
conditions or hazardous substances which currently exist or have
at one time existed at a site. Additional or more detailed information
is not typically given in the listings. If sites are identified
as being within the specified search distance, these sites will
be reported. In some cases we will check with regulatory agencies
or property owners concerning sites with reported environmental
problems or incidents.
- Key individuals, who may have knowledge of the subject property
and/or pertinent facility operations, will be contacted for interviewing.
Interviews may take place during the site visit or at another
time by telephone or in person. The Client and/or OGI Environmental
LLC should identify a person for interviewing who is knowledgeable
of the uses and physical characteristics of the subject property.
The person interviewed will be asked questions regarding a number
of concerns as outlined in ASTM E 1527-05.
- Prior to the site visit, pertinent individuals will be asked
to provide copies of helpful documents (if they exist) for OGI
Environmental LLC to review. If the required documents are available,
OGI Environmental LLC will need to review the documents prior
to conducting the site visit. Also prior to the site visit specific
questions regarding environmental litigation, administrative proceedings,
and governmental notices will be asked of pertinent individuals.
The report user will also be asked to provide the following:
- Specialized knowledge or experience material to recognized
environmental conditions in connection with the site.
- Actual knowledge of environmental liens or activity and use
limitations encumbering the site or in connection with the site.
- Reason for significantly lower purchase price due to the presence
of hazardous substances or petroleum products.
- Commonly known or reasonably ascertainable information within
the local community about the site that is material to recognized
environmental conditions in connection with the site.
- Proceedings involving the site including pending, threatened
or past environmental litigation, proceedings or notices of
possible violations of environmental laws or liability in connection
with the site.
- Recorded land title records and lien records recorded against
the site to identify environmental liens and activity and use
limitations.
- OGI Environmental LLC will review historic sources which date
back to approximately 1940 or, if the property was developed prior
to 1940, dating back to the time when the property was undeveloped.
Such information will be reviewed provided that the information
is reasonably ascertainable. These historic sources will include
one or more of the following: aerial photographs, fire insurance
(Sanborn) maps, tax assessor files, land-title records, street
directories, United States Geological Survey topographic maps,
and interview responses.
- A site reconnaissance will be conducted at the subject property
by an OGI Environmental LLC representative to identify relevant
environmental concerns. The subject property and structures (if
present) will be visually observed, as well as accessible common
areas within these structures. The general site setting including
current and past property usage, geologic and topographic conditions,
and surrounding property usage will be noted to the extent which
they are readily identifiable. Indications of the usage, treatment,
storage, disposal or generation of hazardous substances and petroleum
products will also be noted. These may include such items as storage
tanks, drums, stained soil, chemical odors, and pooled liquids.

- In addition, a cursory observation of adjoining properties will
be performed. Adjoining property will be assessed based on what
is readily observable from the subject site or public rights-of-way.
- A final report will be prepared which details the results of
this assessment, based upon the scope of work described herein.
Although not required by the standard, OGI Environmental LLC may
provide recommendations, where appropriate, should environmental
concerns be identified during the assessment.
